"Russia and Mongolia: History, Diplomacy, Economy": Key Areas of Scientific Dialogue

Scientists of the two countries discussed historical ties, modern challenges and prospects for strategic partnership in a changing world.

The plenary session began with a report by the director of the Memorial Museum. G.K. Zhukov Amartayvan Dorzhsuren, she spoke about three marshals of the MPR, one of whom was Yu. Tsedenbal. Honorary Professor of BSU Honored Scientist of Russia, Honored Worker of Science and Technology of Mongolia Viktor Samarukha clearly showed that a multipolar world opens up new opportunities for development for Mongolia and Russia. Doctor of Sociology Khash-Erdene Sambalhundev consecrated the modern socio-legal aspects of Russian-Mongolian relations in the context of the transformation of the international system and the strengthening of regional integration in Eurasia. Evgeny Lishtovanny spoke about the work of ambassadors and their contribution to strengthening intercountry dialogue. A 1975 university graduate, Doctor of Economics, Professor Demchigzhavyn Molomzhamts presented a report in which he reflected problematic issues and proposals for the development of interregional and cross-border cooperation between Mongolia and the border subjects of the Russian Federation.

Further, the work of the International Conference continued in three more sections! The moderators shared their impressions, and we are ready to talk about the most interesting reports.

Section "Problems of interaction in the field of education and culture"

Moderator: Yuri Kuzmin, Doctor of Historical Sciences, Professor. 18 reports were made, uniting scientists from St. Petersburg, Kazan, Irkutsk and Ulan-Ude. The key topic was historical ties: Yu. Tsedenbal and his era: reports were devoted to the contribution of our outstanding graduate to Mongol-Russian relations, and his colleague B. Shirendyba was also remembered. Interesting was the speech of Eduard Batunaev (Ulan-Ude), who presented unique archival materials and photos about the work of the training center for Mongolian students (Mongolrabfak) in the USSR. They also talked about modern problems: scientists from Etugen University and BSU (Lyudmila Sanina, Ekaterina Bobrova and Daria Khlebovich) presented algorithms for attracting foreign students and proposals for promoting the university in the international market

Section "Problems and Trends of Economic Cooperation"

Moderator: Andrey Fedotov, Ph.D. in Economics, Associate Professor. The economic section was held at a high level. The reports covered both historical aspects and modern challenges: Corresponding Member of the Academy of Sciences of Mongolia A. Davaasuren described the state of foreign trade between Russia and Mongolia and voiced restrictions that impede the more active development of trade between the two countries. Oyuuna Zandansuren#s report provides an analysis of the role of graduates of Baikal University in the development of the Mongolian economy. Irkutsk by the number of specialists trained for Mongolia historically occupied the 3rd place in the USSR. There were also reports that, despite the small number of enterprises, the environmental situation in Mongolia (especially in Ulan Bator) remains a serious problem. The issues of economic cooperation and the use of the resource potential of the region were discussed.

Section "Legal aspects of international cooperation"

Moderator: Vladimir Sinichenko, Doctor of Historical Sciences, Professor. This section gathered a powerful composition of speakers who presented a deep analysis of the legal systems of the two countries. The geography of the participants impressed: from Ulaanbaatar to Krasnoyarsk. Reports were made in which a comparative legal analysis of the constitutions of Russia and Mongolia, systems of state authorities and ethical and legal values in historical sources was presented. There were historical studies on the interaction of the Russian Empire in Mongolia during the First World War, the activities of the Soviet embassy in the 1950s and the foreign policy powers of the governors general in the 18th-19th centuries. They also discussed the legal framework for combating transnational environmental crime and international legal cooperation in the field of information relations and protection against disasters.

The event as a whole confirmed the status of BSU as a leading platform for scientific dialogue between Russia and Mongolia!
