Mission

The mission of the University is to build a modern and competitive multi-level system of continuous education to train highly qualified personnel in the fields of management, economics, law and humanities, with a wide range of competencies demanded by the Russian and international labor market, the ability to professional and social mobility in accordance with the development priorities of the region and the country.

Strategic goal

The strategic goal of the University is to achieve by 2032 leading positions among the key universities in the field of training highly qualified personnel in the fields of management, economics, law, humanities on the territory of the Russian Federation, neighboring countries, as well as Central and East Asia.


The strategic objectives of the university are:

  • becoming one of the leading centers of educational, research, business, cultural and outreach activities in the Siberian and Far Eastern regions;
  • comprehensive improvement of educational programs in the core areas of the university based on national goals, needs of the regional economy, requests of business, state corporations and other structures;
  • creation of information and educational environment, which implies effective implementation of innovative processes in educational, research and educational activities;
  • Create an open educational, research, information and social infrastructure that provides rapid access to global academic resources;
  • integration into the world educational space, brand development and strengthening of its position in the international and Russian scientific and educational community through internationalization of educational programs, development of international cooperation, expansion of opportunities for academic mobility of students and teachers;
  • establishment as a recognized international discussion platform for scientific, educational and expert events with the participation of international scientists and experts, and discussion of problems of law, economics, public administration, public policy and territorial development;
  • preservation, development and multiplication of human capital, its adaptation to continuously changing economic conditions through involvement in the system of continuous education using master's, postgraduate and additional professional education programs;
  • creation of a sustainable system of financing the university, forming conditions of stability of resource provision and realization of investment in its development.

The university's educational policy is aimed at developing human capital, ensuring the university's competitiveness in the market of educational services and contributing to the economic development of the Siberian and Far Eastern regions in the digital economy.

The starting point of the educational policy is a comprehensive work with applicants: the development of a system of identification, support, follow-up of schoolchildren, aimed at the disclosure of research skills, critical thinking, project competencies of students, successful self-realization, personal and professional development system.

The educational policy of the university is aimed at organizing the educational process with the use of digital technologies, at the openness of educational resources, at the development of e-learning and distance learning technologies, which allowed to achieve high flexibility and manageability of the educational process based on digital tools. Digitalization of basic processes in the field of educational activities has been carried out for a long time. The system of internal quality assessment of education built in the university has been automated.

The educational policy is aimed at creating new competitive educational programs aimed at practical orientation of training and formation of digital competencies. For this purpose, continuous monitoring of the labor market, the needs of partners in the digital economy, involvement of representatives of the business industry and 17 relevant organizations, experts in the process of updating educational programs of secondary vocational and higher education is carried out.

In order to expand international cooperation, the University will continue to implement educational programs in foreign languages - cooperation with partners from China on implementation of dual degree programs will be continued. The educational policy of the University is aimed at training graduates who are in demand in the labor market and are able to take leading positions in the field of economics, management, law and linguistics. This is achieved by involving students in project activities, which is present in all educational programs as one of the forms of individualization of learning.


The University's policy in the field of research and innovation is implemented within the framework of the priority directions of the Strategy of Scientific and Technological Development of the Russian Federation, the Program of Fundamental Scientific Research in the Russian Federation for the long-term period (2021-2030) and is aimed at ensuring technological sovereignty and import independence of the country, including the Siberian and Far Eastern federal districts, by improving organizational, economic and legal mechanisms of management in the sphere of research and innovation, systems of big data processing and artificial intelligence, mathematical modeling of socio-economic systems, transition to environmentally friendly and resource-saving energy, as well as preservation of the World Natural Heritage site - Lake Baikal and its adjacent territories, by strengthening Russia's geopolitical and geo-economic ties with the CIS, ASEAN, BRICS and SCO countries.

The University policy in the field of research and innovation is carried out in close integration with the institutes of the Irkutsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences, with foreign universities - partners and enterprises of the real sector of the economy in the fields of construction, housing and utilities, forestry, oil and gas industry, agriculture, transport infrastructure, mechanical engineering, etc.


Youth policy is aimed at forming an educational environment and creating conditions necessary for self-determination, self-realization, personal development of students, formation of positive attitudes, socially responsible and active citizenship, orienting them to scientific achievements, professional success, development of their potential in the interests of the Siberian and Far Eastern regions.

Involvement of young people in social practices through the development of student self-governance system is a priority for the university. A two-level system of student councils has been formed: student councils in all academic units of the university, united student council, including representatives of student councils of academic units, ten student associations, the chairman of the primary trade union organization of students. Student volunteer center, patriotic club, scientific society, sports club, and #WeTogether headquarters are successfully working at the university.

At the University on the basis of “Khudozhestvenny” center the work of the center of creativity is organized, which unites creative groups: vocal ensemble “Orfeon”, vocal and variety group “Nota Bene”, instrumental ensemble “Impromptus”, modern choreography ensemble “Drive-Dance”, folklore ensemble “Kudesy”, ballroom dance group “Contrast”, choreographic 24 ensemble “Dance Theater”, art word group “Phoenix”, art studio, theater studio.

Sports and recreational work includes organizing the activities of sports sections on the basis of sports grounds of the University, holding sports events and ensuring the participation of students in them, implementation of preventive measures. On the basis of the University sports complex there are publicly available sports sections: volleyball, table tennis, basketball, wrestling, boxing, soccer, badminton, athletic gymnastics.

The University has created a system of social, psychological support and adaptation of students. The psychological service and the regional center for employment assistance work successfully.


The social mission of the university is predetermined by its tasks and strategic goals. Universities are the guardians of human values. Traditionally, the university provides solution of a number of tasks in the sphere of socio-economic development of the Siberian and Far Eastern Federal Districts. The university fulfills the role of one of the key factors in the formation of new scientific knowledge and expertise based on the demands of society, business and government for the development of key sectors of the region's economy.

With the participation of foreign partners and through the involvement of society (analyzing its needs and taking into account new social trends), the university trains and retrains personnel, conducts research and development, provides expert-analytical, consulting and information services, shaping the social sphere of life in the Siberian and Far Eastern regions.

The University has built partnership relations with federal government authorities, government authorities of the Irkutsk region, Zabaikalsky region, local authorities of municipalities of the Irkutsk region and Zabaikalsky region, enterprises and organizations of the real sector of the region's economy, as well as non-profit organizations of various organizational and legal forms.

The social mission calls on the university to form the human resources potential of the Siberian and Far Eastern Federal Districts, to transfer its experience and best practices through interdisciplinary scientific research and initiatives with the involvement of an unlimited audience. At the same time, the involvement of society and youth in setting socially significant tasks of the Siberian and Far Eastern regions and their solution is carried out both in terms of educational, scientific activities and through volunteering and volunteerism.


The strategic goal of international activities is the comprehensive integration of the University into the world educational space, improving the image and strengthening its position in the international and Russian scientific and educational community, as well as the internationalization of the learning process. Its achievement is connected with the solution of the following tasks:

  • transformation of the University into an international educational and research center, competitive in the academic and research market in the countries belonging to such international associations as CIS, ASEAN, SCO and BRICS, in the countries of the African continent and Latin America;
  • formation of permanent research teams at the University capable of providing consulting services for state and municipal governments of the CIS, ASEAN, BRICS, SCO countries;
  • to become a center for immersing international students in the Russian-speaking language environment, with the opportunity to deepen their knowledge of the Russian language or start learning it from scratch;
  • increase the number of bilingual educational programs and modules within individual programs to expand the University's line of export educational products available to international students;
  • creating a strategy for identifying and attracting talented young people from abroad.

Comprehensive solution of tasks in the field of export development and internationalization of the process is provided by the implementation of such measures as:

  • promotion of Baikal State University brand in the international scientific and educational space, including dissemination of information about educational programs, scientific and professional achievements and educational projects of the university in the international academic community on the basis of multimedia platforms and interactive events;
  • development of infrastructure for international scientific research;
  • establishment of the Baikal Educational Export Center to create a line of international summer and winter schools that allow international students, teachers and researchers to carry out short-term mobility programs in order to ensure the university's permanent presence in the global academic market and improve the system of socio-cultural adaptation of foreign students;
  • expanding the lineup of export educational products;
  • transformation of the system of attracting foreign applicants and organization of their professional support.
