What is Diploma Supplement?

The European Diploma Supplement is an official document developed by the European Commission, the Council of Europe and UNESCO with the aim of mutual recognition by countries of national documents on higher education in accordance with the principles of the Bologna Declaration "Zone of European Higher Education." ​​

The European Annex was introduced on 15 December 2004 by a decision of the European Parliament and the Council of the European Union (Decision No. 2241/2004/EC) as a single form of presentation of professional qualifications and training.


The purpose of creating and using the European Diploma Supplement is to provide sufficient and independent data to promote greater international transparency and fair academic and professional recognition of qualifications (diplomas, degrees, certificates, etc.).


The European Diploma Supplement aims to:

  • establish uniform standards in the execution of documents presented to the employer or the provider of educational services;
  • facilitate employment, labour and student movement in EU countries, professional development and career advancement of citizens, as well as facilitate the process of recognition of certificates of professional and educational training;
  • structure the personal data of a candidate for a workplace or training place, thereby facilitating employers and admissions committees of educational institutions to familiarize themselves with data on educational level and professional skills, as well as create a unified system for assessing the qualifications of candidates;
  • allow a potential employer to reliably assess the validity of the submitted documents on education, professional training, professional and personal experience of the candidate;
  • provide citizens of different countries with equal conditions for continuing their studies and finding a job.

According to the official recommendations of the European Commission, citizens should use it in the following cases:

  • if they seek employment in another country;
  • if they intend to participate in any educational or professional program;
  • if they are employers wishing to establish and evaluate the qualifications and professional skills of applicants for a job from other countries;
  • if they organize or conduct educational or professional programs and are interested in determining the level of training and competence of potential program participants;
  • if they provide consulting services and assistance in the field of employment or choice of educational institutions and are interested in optimizing educational and professional trajectories.

The European Appendix to the Diploma of Higher Professional Education (Diploma Supplement) is compiled in accordance with the standard of the pan-European Appendix to the diploma developed by the European Commission of the European Union, the Council of Europe and the UNESCO European Center for Education CEPES and recommended for implementation as part of the Bologna process.


The European diploma supplement is issued by the educational institution in which the person studied. The European Diploma Supplement is drawn up on the basis of an official document on education in a single format for all, using unified terminology to facilitate the procedures for academic and professional recognition of the original educational document.

In order to ensure recognition of education received at the Baikal State University abroad and to help graduates find employment in foreign companies in Russia and in the EU countries, the Department of International Activities is preparing the European Appendix to the Diploma of Higher Education (Diploma Supplement).


To obtain the application, you must provide the following documents:

  1. a copy of the diploma of higher education with an appendix;
  2. a copy of the passport.
