Career
Born February 26, 1959 in the village of Arkhara, Amur region.
After graduating with honors in 1981 from the Faculty of Law of Irkutsk State University, he worked as a teacher. In 1986 - 1989 he studied in full-time postgraduate studies at the Sverdlovsk Law Institute. In 1989 he defended his PhD thesis on the topic "Evaluative concepts in the legislation on administrative responsibility".
In 1990 he was elected a deputy of the Irkutsk Regional Council of People's Deputies. From 1991 to 1994, he held the elected position of Chairman of the Irkutsk Regional Council of People's Deputies. Participated in the work of the Constitutional Meeting on the preparation of the draft Constitution of the Russian Federation (1993). Headed the working group for the preparation of the draft Charter of the Irkutsk Region (2008).
In 1994 - 1996, he worked as a professor at the Law Department of the Irkutsk State Academy of Economics. In 1999, he defended his doctoral dissertation on the topic: "Legal quality of laws on administrative offenses. Theoretical and applied problems". In 2000, he was elected Head of the Department of Constitutional and Administrative Law of the Irkutsk State Academy of Economics.
Since 1996, he has worked in the government positions of Chairman of the Electoral Commission of the Irkutsk Region, Deputy Governor of the Irkutsk Region, First Deputy Governor of the Irkutsk Region. In December 2017, he was appointed Commissioner for Human Rights in the Irkutsk Region. He combined his work in government positions with teaching and research work at Baikal State University.
June 19, 2020 was appointed Vice Rector of Baikal State University. January 25, 2021 was elected Rector of Baikal State University at the conference of employees and students of the university.
Scientific activity
Author of more than 200 scientific works, including monographs: "Evaluation concepts and administrative-tort law" (1996); "Legislative regulation of responsibility for administrative offenses" (1998); "Legal responsibility in the electoral process" (2002); "Legal quality of laws on administrative offenses" (1998); "Legal expertise in constitutional proceedings" (2014, co-authored); "Electoral law in the focus of judicial practice" (2021, co-authored). He is also the author of 12 educational and scientific-practical manuals.
Founder and Chairman of the Editorial Board of the Academic Law Journal, which has been published since 2000. Editor-in-Chief of the All-Russian Journal of Criminology, member of the editorial board of the Russian Law Journal.
Awards
He was awarded the Order of Honor, the Medal of the Order "For Merit to the Fatherland" II degree, the medal "200 Years of the Ministry of Defense", the sign "For Merit to the Irkutsk Region", other state and departmental awards. He has a commendation from the President of the Russian Federation. He was awarded the Badge of Honor of the Constitutional Court of Mongolia. He is an Honorary Citizen of the Arkhara District of the Amur Region.
