Oleg Pavlovich Gribunov officially took office as rector of Baikal State University on August 27, 2025, in accordance with the order of the Minister of Science and Higher Education of the Russian Federation Valery Falkov.
Prior to this appointment, Doctor of Law, Professor Oleg Gribunov acted as rector of a higher educational institution from September 13, 2024.
Recall that Oleg Gribunov has been working at BSU since 2021, held the positions of vice-rector for scientific work, first vice-rector - vice-rector for scientific work. On May 21, 2025, by a majority vote at a conference of workers and students of BSU, Gribunov was elected rector of the university.
Biography: Oleg Gribunov graduated with honors from the Law Faculty of the East Siberian Institute of the Ministry of Internal Affairs of Russia in 1999.
In 2003 he defended his thesis for the degree of candidate of legal sciences, in 2017 - a dissertation for the degree of doctor of legal sciences. In 2019, the academic title of professor was awarded. Counsel for Justice. The author of more than 400 scientific papers: monographs, study guides, scientific articles. Editor-in-chief and member of the editorial boards of a number of scientific journals in the criminal law sciences.
He was awarded the medals of the Ministry of Internal Affairs of Russia "For Valor in Service," "For Distinction in Service" I, II and III degrees, "200 years of the Ministry of Internal Affairs of Russia," Certificate of Honor of the Ministry of Internal Affairs of Russia, Gratitude of the Governor of the Irkutsk Region, Gratitude of the Ministry of Science and Higher Education of the Russian Federation.
