In 2023, system integrator Paraweb launched the first rating in Russia, which comprehensively and objectively evaluates the websites of Russian universities, both public and private. The rating is independent and is not affiliated with any educational organization or department, and is based on expert evaluation of websites by authoritative representatives of professional IT and PR communities.

The experts were managers and practitioners who create their own Internet projects and have extensive experience in developing, analyzing and promoting digital products.

During the 2023-2024 academic year, more than twenty experts evaluated the sites according to 30+ criteria: from technical parameters to site style and architecture. Special attention was paid to the ergonomics and adaptability of the site (including mobile versions), navigation and the proposed logic of digital paths of visitors, the design system and its compliance with the corporate identity of the university, the structure and content of the web resource, as well as the fulfillment of mandatory requirements for the websites of educational organizations and compliance with the legislation of the Russian Federation, including the availability and quality of the version for people with disabilities.

The rating presents the 250 best websites of universities, which in addition to BSU included four Irkutsk universities: Irkutsk State University of Railway Transport, Irkutsk State University, and Irkutsk State Medical University.

The rating was topped by the website of the Siberian State Medical University. The top 10 included the sites of Tomsk State University, Tomsk Polytechnic University, Moscow Institute of Physics and Technology, St. Petersburg State University of Architecture and Civil Engineering, Russian Institute of Theater Arts, Innopolis University, St. Petersburg Peter the Great Polytechnic University, Novosibirsk State Technical University, Immanuel Kant Baltic Federal University.

The website of Baikal State University entered the TOP-100 of the best websites of Russian universities (95th place), demonstrating the result at the level of leading Russian IT universities, such as Skolkovo Institute of Science and Technology, Moscow State Technological University "STANKIN", Ural Federal University, Moscow Technical University of Communications and Informatics, which scored from 60 to 70 points and ranked from 37 to 132.
