The international scientific and practical conference “Elections in Russia and in the World: Society, Law, Technologies” started its work today at Baikal State University. It is organized by the Institute of Legal Studies of BSU. The conference is attended by representatives of the leading universities of the country - St. Petersburg State University, Higher School of Economics, Moscow Law University named after O.E. Kutafin and others. 56 applications were submitted for participation in the conference, including from scientists and practitioners from Belarus and Kazakhstan. At the event, the report “Some issues of proof in court in electoral cases” was delivered by the judge of the Irkutsk Regional Court, acting teacher Alexander Papusha.
The conference is very important for Baikal State University, the university plans to hold it on a regular basis. Currently BSU is implementing a number of interesting programs and its importance in the study of the stated topic is obvious. A scientific school of law has been created at the university, the university trains professional lawyers for all spheres of life.
On behalf of the BSU administration, the Acting Rector, Doctor of Law, Professor Oleg Gribunov addressed the conference participants with a welcoming speech. He emphasized that the topic of elections is relevant and timely. Society and technologies are changing, so the electoral legislation also requires constant modernization. The head of the university expressed hope that this topic will interest students and they will engage in its development for scientific purposes.
“We politicians act according to the rules that lawyers write. Develop your knowledge of the legal subtleties of the electoral process,” Dmitry Myasnikov, chairman of the Committee on Social and Cultural Legislation of the regional parliament, Irkutsk political technologist and political administrator, addressed the conference participants. He wished that in the future, Irkutsk politicians, among others, would be invited to the conference. In his opinion, such issues of electoral law as the grounds or refusal to register a candidate, ballot processing complex are extremely important.
The event is interesting for both legal practitioners and the scientific community. Such issues as remote electronic voting and many others require legal comprehension.
