Cooperation in higher education was discussed at a meeting between the Governor of the Irkutsk Region and the Government of Liaoning Province (PRC). The meeting was held on the basis of Liaoning University.

From the Russian side, the event was attended by Igor Kobzev, Governor of the Irkutsk region, Ruslan Sitnikov, First Deputy Chairman of the Government of the Irkutsk region, and other officials. Baikal State University was represented at the meeting by Oleg Gribunov, First Vice-Rector - Vice-Rector for Research, and Mikhail Kuz’min, Vice-Rector for International Relations of the University.

From the Chinese side, Wang Jian, Deputy Governor of Liaoning Province, Cui Changzheng, Deputy Secretary General of the Government of Liaoning Province, Cao Lan, Deputy Head of the Department of Education of Liaoning Province, Yu Miaojie, Deputy Secretary of the Party Committee, Rector of Liaoning University, Feng Yongxin, Rector of Shenyang Polytechnic University, as well as representatives of more than ten universities and colleges of Liaoning Province participated in the meeting.

The meeting was held as part of the program of the official visit of the Irkutsk Oblast government delegation to the People's Republic of China.

Baikal State University came forward with an initiative to develop a promising area of interregional cooperation - the opening of the "Center for Russian-Chinese Economic and Legal Integration" on the basis of BSU and Liaoning University to develop and implement joint Russian-Chinese projects on transdisciplinary research in economics, law, international relations, linguistics, meeting the requirements and needs of interregional cooperation between the Irkutsk region and Liaoning Province.

During the discussion and exchange of international cooperation experience, representatives of Liaoning University and Shenyang Polytechnic University emphasized that Baikal State University is a long-standing and one of the most reliable partners. International cooperation between Baikal State University and Liaoning University began in 2013, when an agreement on international scientific and educational cooperation was concluded. Within the framework of the implementation of this agreement BSU and Liaoning University developed scientific projects in the fields of sociology and economics, the topics of which met the mutual interests of Russia and China at that time. International scientific conferences organized to discuss the results of these studies invariably attracted the interest of the international academic community and determined promising vectors for further scientific developments. During the current visit, a new cooperation agreement was concluded, the implementation of which will promote the interaction between the two universities to a higher academic level.
